30. March 2020.REGULATION ON THE CONTENT OF THE FIRE PROTECTION STUDY
I. BASIC PROVISIONS
Article 1.
This Ordinance prescribes the content of the fire protection study for buildings (hereinafter: the study) which serves as a basis for the development of all types of projects of the main design according to a special regulation.
Article 2.
The study represents a set of data (requirements and /or limitations) on systematic fire protection of the building, and consists of a textual part and graphic allocations.
Systematic fire protection of the building implies organizational, technical and other measures and actions to eliminate the risk of fire in the building, early detection of fires in the building, notification of the user of the building about the outbreak of fire, prevention of the spread of fire and smoke in the building and effective extinguishing of fire in the building, safe rescue of people and animals threatened by the fire of the building, prevention and reduction of harmful consequences of fire in the building.
The textual part of the study consists of a general and professional part.
Data from the study referred to in paragraph 1. this article is used for the design of fire protection measures in the development of the main design of the building in order to meet the essential requirement of fire protection.
II. TEXTUAL PART OF THE STUDY
Article 3.
The general part of the textual part of the study contains:
1. information about the client of the study,
2. data on the person or persons who have prepared the study,
3. data on the building (type of intervention in the premises, location, investor),
4. title of the study,
5th place and date of preparation of the study,
6. certification of the study by the signature and stamp of the persons who made the study,
7. number and date of authorization for the preparation of studies for the persons who made the study,
8. decision on the appointment for the preparation of the study,
9. the content of the study.
Article 4.
The professional part of the textual part of the study contains:
1. special conditions of fire protection determined in the procedure according to the regulation governing physical planning and construction,
2. data on the registration of the building in the Register of Cultural Goods of the Republic of Croatia, i.e. on the need to ensure unhindered access, movement, stay and work for persons with reduced mobility, for the reconstruction of the building for which the study indicates the likely need to deviate from the essential requirement of fire protection,
3. a description of the building showing the spatial, functional, design and technical-technological characteristics essential for the achievement of systematic fire protection of the building, and in particular data on the purpose and characteristics due to which, according to a special regulation, the building is classified in Group 2:
1. description of the location of the building,
2. description of the building and surrounding structures,
3. size, surface and purpose of the building,
4. design of the building,
5. type and description of the purpose or technical-technological process,
6. the manner and conditions of connection of the building to the public transport area and municipal infrastructure,
7. expected possession of persons, including persons with reduced mobility,
8. the expected type, quantities and placement of flammable liquids, gases and other substances stored, placed on the market or present in the technological process;
9. the expected system for the management and monitoring of the technological process,
10. the expected type, quantities and storage of explosive substances stored, placed on the market or in a technological process;
11. the expected type, quantities and properties of explosive mixtures (gases, vapors, dust and mist),
12. information on existing properties regarding fire protection, for the existing building,
13. data on the protected monumental capacity, for a building entered in the Register of Cultural Goods of the Republic of Croatia
14. information on existing properties regarding the accessibility of the building, for the existing building,
15. other data that affect the achievement of systematic fire protection of the building.
4. data (requirements and/or restrictions) on systematic fire protection of buildings affecting the design of fire protection measures:
1. a list of regulations, norms and projects and other technical documentation, literature and other sources of information that have served to prepare the study and establish data (requirements and /or limitations) on systematic fire protection of the building,
2. an overview of the applicable recognised calculation methods and models to demonstrate compliance with the essential fire safety requirement (if any) containing:
– names and versions of applicable methods and/or models,
– brief description and scope,
3. monumental properties of cultural property that are protected with the explanation of the need to deviate from the essential requirement of fire protection during reconstruction and recommendation for choosing the method in which the fulfilment of an essential requirement can be replaced (by an appropriate technical solution of the building or another measure in a reliable manner),
4. the existing and future fire safety characteristics of the existing building in relation to the required elements of accessibility with an explanation of the need to deviate from the essential fire protection requirement during reconstruction and a recommendation for choosing the way in which it can be replaced by the fulfilment of the essential requirement (by an appropriate technical solution of the building or another measure in a reliable manner),
5. the characteristics of adjacent buildings that affect the technical solution of determining the method of preventing the spread of fire to neighboring buildings (determination of safety distance or fire separation) in the main design of the building,
6. characteristics of the foreseeable firefighting technique and its use that affect the technical solution of firefighting approaches (abundance, features and marking) in the main design of the structure,
7. characteristics of the foreseeable use of the building, the fire that may occur in the building and the manner of abandonment or rescue of persons from the construction works (in particular persons with reduced mobility), which affect:
– technical solution for preserving the bearing capacity of the structure of the building at a certain time in the main design of the building,
– technical solution of exit roads for rescue of persons (number, features and marking) in the main design of the building,
– technical solution to prevent the spread of fire and smoke within the building (number, shape and arrangement of fire and smoke sectors) in the main design of the building,
– technical solution of the boundaries of the fire and smoke sectors (properties of fire resistance and/or fire response and the manner of construction or installation of building elements located at the boundaries of the fire and smoke sectors – walls, doors, flaps, seals, coatings and more) in the main design of the building,
– technical solution of mobile equipment and stable fire extinguishing systems (abundance, installation method, layout, features and marking) in the main design of the building,
– technical solution of stable fire alarm systems (abundance, installation method, layout, features and marking) in the main design of the building,
– technical solution of stable fire cooling systems (abundance, installation method, layout, features and marking) in the main design of the building,
– technical solution of stable systems for detection of flammable gases and vapors (abundance, installation method, layout, features and marking) in the main design of the building,
– determination of hazard zones against explosive gases, vapors, dusts and mists or explosive substances in the main design of the structure,
– technical solution of explosion-proof electrical and other devices and equipment and explosion-proof installations (abundance, installation method, layout, features and marking) in the main design of the building,
– technical solution for ventilation and ventilation of spaces that may potentially be threatened by an explosive atmosphere in the main design of the building,
– technical ventilation and air conditioning solution for heat and smoke dissipation in case of fire (installation method and features of devices, equipment and installations) in the main design of the building,
– technical solution for powering safety systems in the main design of the building.
8. the characteristics of the fire that may occur due to the foreseeable use of the building, the fire hazard and the fire load of certain premises in the building and the malfunction of the foreseeable functional and technical assemblies of the building that may cause the formation and allow the spread of fire (electrical and mechanical equipment and installations, gas installations, lightning rodinstallations, chimneys and fireboxes), which affect the technical solution given in the main design of the building,
9. requirements for the preparation, possession and placement of written documentation, instructions for handling and handling in case of fire danger as well as hazard designations,
10. requests for accommodation of persons, devices, equipment and vehicles for the needs of the fire service.
5. fire protection measures when building in accordance with a special regulation.
Article 5.
The study may also contain an overview of recognized calculation methods and models that, in accordance with the spatial, functional, design and technical-technological characteristics of the building from the preliminary design, were applied for the purpose of determining data (requirements and / or limitations) on systematic fire protection of the building that affect the design of fire protection measures.
In the case referred to in paragraph 1. in this article, the study must contain:
– names and versions of the methods and/or models applied,
– brief description and scope,
– data for calculation,
– procedure and results obtained,
– comparative indicators of calculated and prescribed values (if any),
–conclusion
–references.
III. GRAPHIC CONTRIBUTIONS OF THE STUDY
Article 6.
The graphic annexes of the study shall be aligned with the textual part and contain a schematic representation of the characteristics of the manner of use of the building, the fire that may occur in the building and the manner of abandoning or rescuing persons from the construction, which are given by the study in accordance with Article 4. this rule.
In the case referred to in Article 5. Of this Regulation, the graphic annexes of the study also contain schemes for the application of methods and/or model schemes.
IV. TRANSITIONAL AND FINAL PROVISIONS
Article 7.
Studies made in accordance with the provisions of this Regulation shall be obliged to submit to applications for the issuance of a certificate of the main design or building permit, which are submitted in accordance with a special regulation after 30. [Getty Images] age.
Article 8.
This Regulation shall enter into force on the eighth day following its publication in the “Official Gazette”.

REGULATION ON THE CONTENT OF THE FIRE PROTECTION STUDY
I. BASIC PROVISIONS
Article 1.
This Ordinance prescribes the content of the fire protection study for buildings (hereinafter: the study) which serves as a basis for the development of all types of projects of the main design according to a special regulation.
Article 2.
