Fire and Technological Explosion Vulnerability Assessment
The development of a fire and technological explosion vulnerability assessment is the responsibility and obligation of building owners. The vulnerability assessment is prepared by a team of experts, depending on the purpose and type of the building or facility. A coordinator is appointed for each vulnerability assessment. Based on the vulnerability assessment, measures to prevent the occurrence and spread of fires (preventive measures) and measures for effective firefighting are determined, which result from the factual specifics of the respective vulnerability assessment.

The fundamental elements of vulnerability assessment include:
- existing conditions
- numerical analysis of fire vulnerability
- expert opinion on the existing conditions, the organization of the fire protection service, and professional and volunteer firefighting units
- proposal of measures

A team of experts prepares the vulnerability assessment
depending on the purpose and type of the building or facility. A coordinator is appointed for each vulnerability assessment. Croatian numerical methods or (in their absence) internationally accepted numerical methods (TRVB 100, Euralarm, Gretener, DOW Index, and similar) are applied for the vulnerability assessment, as well as adopted standards with mandatory application governing that area.
Vulnerability assessment may include a proposal of measures
whose implementation would achieve a more favorable fire and explosion protection solution for the owner or user of the building while maintaining the same or higher level of protection. Fire and explosion protection measures resulting from the vulnerability assessment prepared for multiple technologically or spatially interconnected buildings are mandatory for all their owners and users.
Vulnerability assessments prepared in accordance with the provisions of the Regulation on the Preparation of Fire and Technological Explosion Vulnerability Assessment can be used for the preparation and adoption of relevant fire protection plans.
