Fire protection plan development is an obligation for owners,
as well as users of buildings, building components, and other properties, including spaces classified in the first and second categories of fire vulnerability. They are required to establish a fire protection plan based on the fire vulnerability assessment and organize a fire protection service.

FIRE PROTECTION PLAN DEVELOPMENT
The fire protection plan consists of a textual and graphical part. The plan regulates the actions of firefighting units and other participants in the firefighting operation. The plan is updated after each revision of the fire vulnerability assessment, or within the deadlines specified by the Fire Protection Act.
Fire protection plans can be prepared by natural and legal persons
engaged in fire protection and/or firefighting as their regular activities. Parts of the plan may be marked with a certain level of confidentiality. Regulations on data protection apply to handling data considered business secrets or marked with a certain level of confidentiality.
Plans must be in accordance
with the fire protection plan of the local and regional self-government units in the area where the buildings, building components, other properties, and spaces are located, and they must be harmonized at least once a year with the newly emerged conditions.
For the purpose of determining the appropriate organization and implementing fire protection measures, buildings, building components, other properties, and spaces are classified into one of the four prescribed categories of fire vulnerability by the decision of the minister. This obligation arises from Article 20 of the Fire Protection Act.
