Article 1.
These Regulations prescribe the maximum permitted noise levels in the environment where people work and stay.
Article 2.
The sizes for describing noise and the manner and conditions for measuring and determining these quantities are defined by the following standards:
HRN ISO 1996 -1 -2 –3, Acoustics – description, measurement and determination of environmental noise,
HRN ISO 9612, Acoustics – guidelines for measuring and determining noise exposure in the working environment,
HRN EN 60804, sound meters with integration and averaging.
Article 3.
Terms within the meaning of this Regulation shall have the following meaning:
Noise source is every machine, device, installation, plant, means of operation and transport, technological process, electroacoustic device for broadcasting music and speech, noisy activity of humans and animals and other acts from which sound is propagated. The sources of noise are considered to be wholes as immovable and mobile objects and open and closed spaces for sports, recreation, play, dance, performances, concerts, listening to music, etc.
A residence
space is any open and closed space in which people reside permanently or temporarily.
A workspace
is any open and closed space where people work.
The basic noise level
of L95 is the noise level that has been exceeded 95% of the measurement time.
An equivalent permanent leq noise
level is that level of constant noise that would have the same effect on a human as observed variable noise of the same duration.
Residual noise
is the total noise present in a place before there has been any change in the existing situation.

is the highest noise level during measurement standardized at an echo time of 0.5 s.
Rating level serves to assess compliance with permissible noise levels. This is any predicted or measured acoustic level to which adjustment has been added. It is denoted by the index R.
Adaptation
is any size added to the predicted or measured acoustic level for taking into account some noise characteristics:
– content of prominent tones, impulses, information (clearly recognizable speech, music or singing), deep tones (deep tones are considered to exist when the valued level of C exceeds by more than 20 dB permissible A-noise level),
– the time period of noise (day, night, time of day rest, working hours),
– types of noise sources (road, air, rail transport, industry).
Article 4
The provisions of this Regulation relating to the day shall also apply to the evening.
NOISE IN OUTDOOR Space
Article 5.
- The maximum permitted rating levels of outdoor noise emissions are given in Table 1. this rule.Table 1

- The values listed in Table 1. this Regulation relate to the overall level of noise and emissions from all existing and planned noise sources combined.
- Zones from Table 1. these Regulations are determined on the basis of physical planning documents.
Article 6.
For areas where the existing residual noise level is equal to or higher than the permissible level according to Table 1. from Article 5. Noise emissions resulting from newly designed, constructed or reconstructed or adapted buildings with associated noise sources shall not exceed the permitted levels set out in Table 1. Article 5 this Regulation, reduced by 5 dB(A).
For areas where the existing residual noise level is lower than the permissible level according to Table 1. Article 5 Noise emissions resulting from newly designed, reconstructed or adapted buildings with associated noise sources shall not increase existing noise levels by more than 1 dB(A).
Article 7.
Noise level from newly built structures of transport infrastructure including railway lines, state roads and county roads in settlements, which touch or intersect zones from the 1st, 2nd, 3. and 4 of Table 1, Article 5. of this Regulation, should be designed and built in such a way that the noise level at the border of the planned road corridor does not exceed the equivalent noise level of 65 dB(A) during the day and 50 dB(A) at night.
In the case of reconstruction or adaptation of transport infrastructure buildings which generate noise above the permitted level, the construction of the transport infrastructure shall be designed or reconstructed or adapted in such a way as to reduce the noise level to the permitted level referred to in paragraph 1. this article.
Exceptionally, in the case where, during the reconstruction or adaptation of transport infrastructure structures, it is impossible to reduce the noise level according to paragraph 2. By applying the usual technical measures for noise protection on similar buildings, the design should explain the reasons and demonstrate that all available and technically acceptable noise protection measures have been taken.
NOISE IN ENCLOSED LIVING SPACES
Article 8.

Article 9.
All new sources of noise in and outside the building together must not raise the existing noise level in the living rooms.
Noise protection measures in the case of new sources of noise pursuant to paragraph 1. this article, should be applied to these new sources of noise.
Article 10

Article 12

NOISE OF SPORTS, RECREATION AND ENTERTAINMENT FACILITIES
Article 13
Noise from immovable and mobile sources in open and indoors intended for sport, play, dance, performances, concerts, listening to music and entertainment together with traffic-related to them shall not exceed the noise levels set out in Articles 5, 6, 8, 9. and 11. this rule.
From the requirements of paragraph 1. this Article excludes objects located in a special zone according to Article 16. Noise protection law and comply with the requirements of the same article.
Article 14
Establishments in which catering activities are performed or catering services are provided, and in which the regulation governing the minimum conditions does not provide for music as an obligation, only music of the atmosphere of the highest equivalent level of 65 dB(A) may be performed indoors.
Article 15
Facilities operating at night, in which catering activities are carried out or catering services are provided, and in which the regulation governing the minimum requirements provides for music, it is allowed to perform music of the highest level L

Noise from music, constant or occasional (opening the door), together with noise on the arrival and departure of visitors and participants, on foot or in vehicles, in the living rooms and the surrounding outdoor area, shall not increase the existing residual equivalent level of noise.
OCCASIONAL SOURCES OF NOISE
Article 16
Occasional sources of noise appear rarely, discontinuously and individually as e.g. when servicing equipment, steam discharge, etc.
In zones 1-4 of Table 1. The assessment noise level outside buildings shall not exceed 70 dB(A) during the day and 55 dB(A) at night.

– zones 1 –4 will be higher during the day by 20 dB(A), at night by 10 dB(A) than the values prescribed in Table 1. this rule.
CONSTRUCTION SITE NOISE
Article 17
– Works in open space and on buildings
Regardless of the zone in Table 1. Article 5 during the daily period, the permitted equivalent noise level shall be 65 dB(A). In the period from 08.00 to 18.00 hours, an equivalent noise level of an additional 5 dB(A) is allowed to be exceeded.
When performing construction work at night, the equivalent noise level shall not exceed the values in Table 1. Article 5 this rule.
For construction sites within an economic zone (zone 5) referred to in Table 1 Article 5 the equivalent noise level shall not exceed the established values during the day and night period.
By way of derogation from paragraph 1, 2. and 3. of this Article, it is allowed to exceed the permissible noise levels by 10 dB(A), in the case if required by a technological process lasting up to a maximum of one (1) night, or two (2) days over a period of thirty (30) days.
On the case of exceptional exceedance of the permitted noise levels pursuant to paragraph 4. the contractor is obliged to notify the sanitary inspection in writing, and this case must also be entered in the construction log.
– For works in multi-user buildings other than those measures in paragraphs 1, 2, 3, 4. and 5. of this Article, additional criteria shall apply:
In buildings with sojourn rooms where one stays at night, works can be carried out exclusively during the day period.
The permitted equivalent noise levels in the residence premises of the apartments are 40 dB(A), whereby in the period between 08.00 and 18.00 hours it is allowed to exceed the permissible noise levels by 10 dB.
TRANSITIONAL AND FINAL PROVISIONS
Article 18
Proceedings initiated on the basis of the Ordinance on maximum permitted noise levels in the environment in which people work and reside (“Official Gazette”, no. 37/90) shall be completed according to the provisions of this Ordinance.
Article 19
With the entry into force of this Regulation, the Ordinance on maximum permitted noise levels in the environment in which people work and reside ceases to apply (“Official Gazette”, no. 37/90).
Article 20
This Regulation shall enter into force on the eighth day following its publication in the “Official Gazette”.
