30. March 2020.ORDINANCE ON THE PROGRAM AND METHOD OF TRAINING THE POPULATION FOR THE IMPLEMENTATION OF PREVENTIVE MEASURES OF FIRE PROTECTION, FIRE FIGHTING AND RESCUE OF PEOPLE AND PROPERTY ENDANGERED BY FIRE
I. GENERAL PROVISIONS
Article 1.
(1) This Ordinance prescribes a program and manner of training the population for the implementation of preventive fire protection measures, for extinguishing fires and saving people and property endangered by fire, for the purpose of effective protection of the population and property endangered by fire.
(2) The training of the population shall be carried out according to the program attached to this Regulation and shall be an integral part of it
Article 2.
(1) The provisions of this Regulation shall apply to:
– employed in legal entities and professional services of state authorities, state administration bodies, bodies of local self-government units and administration and administrative bodies of local self-government units and administration (hereinafter: professional services)
– high school students.
(2) The Fire Protection Plan of the City of Zagreb, the city or municipality may determine the categories of the population that are obliged to undergo training, but are not covered in paragraph 1 of the indent 1. and 2 of this article.
Article 3.
(1) Training obligations shall not apply to:
– persons professionally engaged in fire protection,
– persons qualified as voluntary firefighters.
(2) Persons under the age of 15 may be exempted from the training obligation. and over 60 years old (men), or 55 years old (women).
II. TRAINING OF THE POPULATION
Article 4.
(1) The holder of the implementation of the training program of the population shall be:
– a school institution that obtains the consent of the Ministry of the Interior,
– legal osoha that obtains the consent of the Ministry of the Interior. (
2) The holder of the training programme shall be responsible for the implementation of the programmes referred to in this Regulation.
Article 5.
(1) The holder of the training program shall include in the implementation of the training a person who has the title of fire technician-specialist, i.e. a person who has completed at least a professional undergraduate study program lasting up to two years.
(2) The holder of the training program shall, when implementing the programme referred to in this Regulation, ensure that:
– appropriate room,
– hand-held fire extinguishers,
– fire extinguishing agents.
–fuel
– cylindrical vessel with a diameter of 1 m and a minimum height of 15 cm.
– a means for the projection of educational film,
– other material and technical means.
(3) The holder of the training program shall keep records of the participants.
(4) The records referred to in paragraph 2. this article must contain:
– name and surname of the participant,
– day, year, place and country of birth,
– JMBG
– name of the legal person referring the trainee to the training,
– number of certificates and date of training.
Article 6.
The responsible person in the legal person and the professional service is responsible for the posting of workers for training.
Article 7.
(1) The training program of the population consists of theoretical and practical parts.
(2) The training lasts 8 school hours, of which 6 hours is the theoretical part and 2 hours is the practical part.
(3) The training shall be carried out in groups of a maximum of 30 participants.
(4) The training should be adjusted to the age of the trainee. previous education, knowledge, skills and specifics of the work process.
Article 8.
(1) A person who completes the programme, the holder of the exercise of the training programme referred to in Article 4. Of this Ordinance, it issues a certificate of competence.
(2) The certificate of competence form shall be an integral part of this Regulation.
Article 9.
The Ministry of the Interior supervises the execution of training programs.
III. PENAL PROVISIONS
Article 10
(1) A fine in the amount of HRK 3,700 shall be imposed on a legal person for a misdemeanor if he fails to refer employees to training.
(2) A fine in the amount of HRK 370 for the offence referred to in paragraph 1. this Article shall be punished by the responsible person in the legal entity.
(3) A fine in the amount of HRK 370 shall be imposed on an individual for a misdemeanor if he refuses to undergo training without justified reasons.
Article 11
(I) A fine in the amount of HRK 3,700 shall be imposed on the holder of the training program for a misdemeanor if the training is not carried out in accordance with the provisions of this Ordinance.
(2) A fine in the amount of HRK 370 for the offence referred to in paragraph 1. the responsible person of the holder of the training programme shall be punished.
IV. FINAL PROVISIONS
Article 12
Holders of the training program are obliged to harmonize their activities with the provisions of this Ordinance within 6 months from the date of adoption of this Regulation.
Article 13
On the date of entry into force of this Ordinance, the Ordinance on training working people and citizens for firefighting and rescue of people and property endangered by fire (“Official Gazette”, no. 7/79.).
Article 14
This Regulation shall enter into force on the eighth day from the date of its publication in the Official Gazette.

2. Extinguishing agents according to fire class (1 hour)
–Water:

–Powder;
– CO2;
– Halon;
– Handy means.
3. Fire hazards and fire protection measures (2 hours)
– Causes of fire;
– Conditions for the spread of fire;
– Fire protection measures;
–Evacuation.
4. Fire extinguishing equipment and devices (1 hour)
– Fire extinguishers for initial fire extinguishers;
– Hydrants and water extinguishing equipment.
5. Educational film (1 hour).
PRACTICAL PART:
1. Extinguishing with water from the hydrant network (1 hour)
2. Extinguishing with manual fire extinguishers (1 hour).
