Safety at work, this hated name among all those who have to respect its provisions, is synonymous with uselessness, appeasement, tribute, etc. It all starts at the time of privatization. The ’90s. At that time, it was convenient to extract infinite amounts of money from state-owned companies through the service industry that was legally required. Papers for money. Risk assessments (then still dangers) were done for hundreds of thousands of kunas and it was necessary to justify these figures, so the popularly called “piles of papers” were created in which in fact nothing clever was written.
As time went on, there was less money, the real sector took over and prices fell and a vicious cycle formed that reduced the price to the price of “stamp” and “confirmation”. In all of this, another thing happens in parallel. The activity of occupational safety did not have and does not have its own profession.
One of the elementary things the profession fails to convey today is the answer to the question; What is safety at work, anyway? Because believe me, it’s not seal paper that meets the legal form.
Some strange zone arose where a certain area was left to authorized companies to do so. E.g. for sound insulation testing, municipal noise, pressure vessel testing, emission of harmful gases are required accredited laboratories, for testing microclimate, lighting, noise (working noise around the machine) not. As time went on, some of these authorized companies trained laboratories. What I want to say is actually that technical testing and analysis is NOT occupational safety, these are of course two directly related things such as cleaning and maintenance of the facility with the safety of the facility. specialisation in an area, e.g. occupational safety in forestry or construction or hospitality. Each activity is its own world with its problems and specifics, and professionals in this field (with additional training) are actually the most competent to find sources of danger. So it was not possible to form a certain chamber or some central body that would regulate the profession because there was no profession. Certified occupational safety houses are the sum of engineers of mechanical engineering, electrical engineering, chemistry and safety and other professions who have only the service they provide in common.
Here you may feel the named safety engineers of which I am a part myself, but as is visible in the rulebook on authorizations for occupational safety jobs, nowhere are they mentioned, i.e. only x profession + professional exam for occupational safety professional is mentioned. That professional exam can be seen as that specialization I mentioned.

As authorized houses had the authority to examine machines, devices and tools or means of work, and given that according to the law all we need for work is a means of work (including floor, air, installations), authorized houses have “got hooked” in the field of technical testing and analysis, which is actually in the domain of accredited (authorized) laboratories.
Occupational safety deals with identifying the source of danger and transmitting information about that source of danger to the worker. That’s it. I personally believe that the relationship between the two things is 10% versus 90% in favor of conveying information. Today, it is very easy to find the source of danger, 50% is common sense, 40% is experience and very accessible data, and the rest is what safety professionals know.
From all this it follows that if there were a profession, this profession should deal with the identification of hazards and the way of transmitting information through training, instructions, labels and reporting.
Therefore, I see as our (Anparo d.o.o.) the main task to find methods of raising awareness of the benefits of safety at work, maintenance and all other actions that eliminate or reduce sources of danger.
If we make someone aware of the usefulness of wearing a helmet or anything else, solutions will be found, the moment we become aware of the worker we have accomplished our task and mission.
